SUMMARY OF POWELL'S IMF SPEECH:

1. Powell sounded a lot more hawkish than he did at the Fed post-meeting press conference earlier this month.

2. He suggested further Fed rate hikes cannot be ruled out.

3. Powell warned the Fed wasn't confident yet they had reached a sufficiently restrictive level on monetary policy to bring inflation down to target.
